	<span style="font-size: 10pt;"><span style="font-family: arial,sans-serif;">Here is a tip for those who are shopping for Adjustable Rate Mortgages (ARMs): the &quot;margin&quot; is almost as important as the initial rate. The margin is the percentage point above the average yields for Treasury notes on which future rate adjustments will be calculated.<br />
	<br />
	Let&#39;s compare two hypothetical one-year ARMs. The first may have an initial interest rate of 7% with a 2.5 margin, while the second begins at 6 7/8% with a 2.75 margin. Both loans have rate caps of 2%. Suppose that at the end of the first year of the loan, the average of the one-year Treasury note yield has been 5 1/2%. For each loan, the lenders will add the margin to that 5 1/2% average yield. Thus the interest rate for first loan would increase from 7% to 8%, and the second would go from 6 7/8% to 8 1/4%. While the first ARM had a slightly higher initial rate, it will have lower rates in subsequent years, unless the Treasury note rates increase enough to activate the annual caps on the amount of the increase. 	My children recently adopted a new puppy. They picked out the one that was a little different from the rest. Of course, he is the cutest little thing and you can tell he is happy they picked him! I thought you might enjoy this story&hellip;<br />

	<strong><em>Puppies for sale</em></strong><br />
	<br />
	A store owner was tacking a sign above his door that read &ldquo;Puppies For Sale.&rdquo; Signs like that have a way of attracting small children, and sure enough, a little boy appeared under the store owner&rsquo;s sign.<br />
	<br />
	&ldquo;How much are you going to sell the puppies for?&rdquo; he asked.<br />
	<br />
	The store owner replied, &ldquo;Anywhere from $30 to $50.&rdquo; The little boy reached in his pocket and pulled out some change.<br />
	<br />
	&ldquo;I have $2.37,&rdquo; he said. &ldquo;Can I please look at them?&rdquo;<br />
	<br />
	The store owner smiled and whistled and out of the kennel came Lady, who ran down the aisle of his store followed by five teeny, tiny balls of fur. One puppy was lagging considerably behind.<br />
	<br />
	Immediately the little boy singled out the lagging, limping puppy and said, &ldquo;What&rsquo;s wrong with that little dog?&rdquo;<br />
	<br />
	The store owner explained that the veterinarian had examined the little puppy and had discovered it didn&#39;t have a hip socket. It would always have a limp. It would always be lame.<br />
	<br />
	The little boy became excited. &ldquo;That&rsquo;s the little puppy that I want to buy.&rdquo;<br />
	<br />
	The store owner said, &ldquo;No, you don&#39;t want to buy that little dog. If you really want him, I&rsquo;ll just give him to you.&rdquo;<br />
	<br />
	The little boy was quite upset. He looked straight into the store owner&rsquo;s eyes, pointed his finger, and said, &ldquo;I don&rsquo;t want you to give him to me. That little dog is worth every bit as much as all the other dogs and I&#39;ll pay full price. In fact, I&#39;ll give you $2.37 now, and 50 cents a month until I have him paid for.&rdquo;<br />
	<br />
	The store owner countered, &ldquo;You really don&#39;t want to buy this little dog. He is never going to be able to run and jump and play with you like the other puppies.&rdquo;<br />
	<br />
	To this, the little boy reached down and rolled up his pant leg to reveal a badly twisted, crippled left leg supported by a big metal brace.<br />
	<br />
	He looked up at the store owner and softly replied, &ldquo;Well, I don&#39;t run so well myself, and the little puppy will need someone who understands!&rdquo;<br />

	Monday, Oct. 31, is Halloween. Trick-or-Treat begins at dusk and ends at 8 p.m. for children 12 years of age and younger. Members of the Virginia Beach Emergency Response System want you and your family to be safe. Planning ahead can help make this Halloween a safe and fun treat.</p>
<p>
	If you&rsquo;re planning to take the kids trick-or-treating, or if you&rsquo;re passing out candy, follow a few simple rules to keep Halloween safe and fun. If you are passing out treats, please turn your porch light on so children will know they are welcome. If you are not passing out treats, please turn your porch light off. <span> </span>Other safety tips for trick-or-treaters include:</p>
<ul>
	<li>
		Wear light-colored clothing that is labeled flame-resistant or flame-retardant and is short enough to prevent tripping. Also, add reflectors or glow-in-the-dark safety stickers for higher visibility.</li>
	<li>
		Make sure your children can see clearly through face masks, or use face paint or makeup instead of a mask.</li>
	<li>
		Carry a lightweight flashlight in case one is needed along with a fully charged cell phone, or a personal two-way radio in case of an emergency.</li>
	<li>
		Join in the fun and accompany young children, especially if they are under the age of 8. If you cannot accompany them, have them go with a group of other children. NEVER let them go alone.</li>
	<li>
		Watch out for traffic and only cross at corners. Be careful not to cross between parked cars.</li>
	<li>
		Let your family know ahead of time what route and streets you plan to travel and what time you expect to return home.</li>
	<li>
		Stay within your neighborhood and visit only the homes where you know the people.</li>
	<li>
		Insist children use sidewalks to avoid injury. If sidewalks aren&rsquo;t available, walk facing traffic.</li>
	<li>
		Have children wait until they get home to eat their goodies, so you can examine their treats before they are eaten.</li>
	<li>
		Give or accept only wrapped or packaged candy.</li>
	<li>
		An adult should stay home to welcome trick-or-treaters.</li>
	<li>
		Pets can get a little excited over all the activity, so keep your pets under control and away from the front door.</li>
	<li>
		Clear your garage, lawn and walkway of tools, toys and other items.</li>
	<li>
		Use electric lights or luminary bags to light front walkways.</li>
	<li>
		Keep candlelit jack-o-lanterns away from areas where costumes may brush up against the flames.</li>
	<li>
		Most importantly, instruct your child not to ever go into the home of a stranger, or get into their car. Explain the dangers and what to do if someone approaches them and tries to take them.</li>
</ul>
<p>
	Remember, to report any suspicious activity, dial 9-1-1, or if you need to obtain general information on city information and activities, simply dial 3-1-1 from a landline or (757) 385-3111 from a cell phone.</p>
